Prince Edward Island is Canada's most compact market. Charlottetown, Summerside, Stratford, Three Rivers and Cornwall are the largest communities, and most of the Island can be reached within a reasonable drive. That makes feasibility both easier and less forgiving: easier because you can map almost every likely buyer, and less forgiving because there's no larger market next door to absorb a shortfall.
Counting buyers on a small island
On PEI, a feasibility study can be unusually precise about demand.
- Charlottetown and Stratford form the main urban centre, with Cornwall close by.
- Summerside anchors the western side of the Island.
- Three Rivers and rural communities complete a market where travel times are short by Canadian standards.
Because the total population is small, the study looks closely at the share of buyers you'd need to win. If break-even requires a share that would be unrealistic for any newcomer, the idea needs a different format, a wider market or a smaller cost base.
Maritime winters and the shape of the year
Island winters bring plenty of cold and snow, softened somewhat by the Gulf of St. Lawrence on every side. For many businesses the year has a pronounced shape, and the quiet months test the cash plan.
Household heating on the Island is varied. Statistics Canada's 2023 household energy data shows heat pumps as the primary heating system for 36% of PEI households, with oil the primary energy for 28%. For a home-services idea, that tells you the buyer base is split across very different systems, each with its own needs.
We model demand monthly. The break-even and runway guide shows why the slowest months, not the average, set your cash requirement.
Registries and regulators to check
Confirm requirements with each authority.
- PEI Business / Corporate Registry for name searches, registration and incorporation.
- PEI Consumer Protection for consumer-facing rules.
- Workers Compensation Board of PEI for workplace insurance.
- Plumbing, mechanical, elevator and propane work need specific provincial licences through PEI's inspection services.
Programs: what closed, and the lesson
PEI's heat pump support changed significantly in 2026. As of October 2026, the province's efficiencyPEI page states that applications for its free heat pump program are closed, and its residential heat pump equipment rebates ended on 15 April 2026. The Free Insulation Program was expanded under the federal Greener Homes Affordability agreement announced in June 2026, though current intake details weren't verified.
For a small market, a program ending can remove a large share of demand at once. Build the base case without programs and confirm current terms with the administrator.
A worked example: the market-share test
Suppose a fitness-studio idea in Charlottetown needs 220 paying members to break even. The study estimates how many adults within a 15-minute drive already pay for a gym or class, then divides 220 by that number to find the share you'd need.
If you'd need 3% of current gym-goers, that's ambitious but plausible for a distinct offer. If you'd need 20%, the idea doesn't work at that cost base, however good the concept. The fix might be a smaller studio, shared space, or a format that also draws from Stratford and Cornwall. On a compact island, this kind of share test is one of the quickest ways to see whether the numbers hold before you spend on a test campaign.
How we'd approach a PEI study
- Count the realistic buyers and the share you'd need.
- Separate Island and off-Island revenue, if both apply.
- Model the full year, with special attention to the quietest months.
- Keep fixed costs lean to lower the break-even share.
- Test with a validation experiment; on a small island, even a modest test reaches a meaningful share of buyers.

Frequently asked questions
Is PEI too small for a new business?
Not for the right idea at the right size. The Island's compact geography means you can serve most of it from one base. The question is whether enough buyers exist to cover your costs in the quietest months.
Should my plan include off-Island customers?
If the idea can sell online or to the Maritimes, yes, as a separate revenue stream with its own costs. A study should show whether the Island alone can sustain the business, then what off-Island sales add.
Are heat pump programs still open on PEI?
As of October 2026, efficiencyPEI's official page says its free heat pump program applications are closed, and its residential heat pump equipment rebates ended in April 2026. Confirm the current position with efficiencyPEI.
